Abstract | This article describes how the Development, Relief and Education for Alien Minors (DREAM) Act will help undocumented students by: (1) establishing a path to legal status and eventually earn legal residency through two years of higher education or military service; and (2) repealing a provision of federal law that bars states from granting in-state tuition to undocumented students. Advocates of the legislation argue that the DREAM Act must be part of any policy to improve the competitiveness of the nation's workforce. (ERIC). |
