Abstract	Human Immunodeficiency Virus (HIV) is a serious health problem in the United States and in the world. To date, there is no vaccine to protect people from HIV infection, nor is there a cure for those who are infected and are facing the consequences of this life-threatening disease. But infection with HIV can be prevented if people know and avoid the specific behaviors that put them at risk; therefore, education is the most effective weapon we have to combat this deadly virus. This manual was completed by the National School Boards Association for the Program on School Health Education To Prevent the Spread of HIV. Designed to assist workshop leaders in preparing and presenting workshops for school board members on developing and implementing HIV education programs for youth, it provides activities and resources that will: (1) clarify for board members the role and responsibility of schools in providing HIV education; and (2) help board members gain skills for managing controversy surrounding HIV youth education. The seven sections comprising this document feature an introduction; detail the steps of planning, presenting, and evaluating the workshop; list resources; and provide a participant notebook and transparencies. In May 1988, the workshop curriculum was field-tested with a group of school board members with cooperation from the Virginia School Boards Association. The curriculum was refined based on that experience and on evaluation by a sample of state boards associations staff. (KM)
