Abstract	The paper begins with a brief analysis of what UNESCO considers the main trends in higher education and which can serve as a basis for the formulation of the organizations policy. These trends are drawn from diverse national experiences worldwide ... . The main challenges facing higher education in a rapidly changing world are grouped under three main headings: relevance, quality, internationalization. One of the principal features of the paper is an examination of how higher education can respond to these challenges, both at system and institutional levels, and on the contribution that UNESCO can make to supporting Member States and their higher education institutions in developing their own policies and in facilitating the process of change and development.
