AbstractEducational reforms have largely been analysed from the perspective of the effects on students, teachers and schools, their practices and performance. While there is also a large body of literature that draws on the rhetoric and discourses found in policy documents, there has been little attention given to the organisations in which the educational reforms are born. Following on from previous debates on the neo-liberalisation of education, this study provides an ethnographic examination of an educational administration attempting to decentralise services to schools. This study focuses on the people inside an Australian state education administration during the time when the organisation was being restructured. It examines how decentralisation, managerialism and accountability result in the loss of professional expertise. This study contributes to the literature on the neo-liberalisation of educational institutions by adding the perspective of the people populating the systems charged with managing educational reforms. It demonstrates how decentralisation of services resulted in a shift in the forms of managing and controlling and resulted in a loss of both professional support to schools and expertise from the organisation.
