Abstract	Presented in this document are the conference papers on Reform and Planning of Higher Education, held in Oxford, England, March 31-April 5, 1974. This symposium was centered on the British experience and the present state of thinking in the United Kingdom, and includes fifteen papers read by British lecturers and five by non-British lecturers that summarized similar or contrasting experience in other European countries. Underlying all contributions to the Symposium was the conviction that after the golden age of well-financed expansion in the 1960s higher education is likely to go through much leaner times in the present decade. The constraints of this new situation will in all countries make it necessary for planning to become more efficient and for reform to seek a broader consesus on the central issues. The papers are divided into three sections: the British Experience, the Challenge of the New Media, and Planning for Efficiency. The final report concerns the Carnegie reports and their relevance to higher education in Europe. (Author/PG)
