AbstractThe World Summit on the Information Society will be held in two phases: Geneva, December 10-12, 2003 and Tunis in 2005. The Summit began as an initiative of the 1998 ITU Plenipotentiary Conference when it was recognized that the gap between information "haves" and "have nots" was increasing while at the same time telecommunications were playing an increasingly important role at the political, economic, social and cultural level. The main challenge that the World Summit on the Information Society has to address, is the digital divide. A second challenge of the Summit is to work towards ensuring the free flow of, and equitable access to, data, information, best practices and knowledge across all sectors and disciplines. A third challenge of the Summit is to build international consensus on newly required norms and principles to respond to emerging ethical challenges and dilemmas of the information society. Following the Introduction, this paper discusses the United Nations Educational, Scientific and Cultural Organization's (UNESCO's) contribution to the World Summit on the Information Society (WSIS) and the following proposed WSIS themes: the needs of users; services and applications; and information and communication technologies and education. Several principles and actions for consideration by the Summit are identified. A second section focuses on UNESCO's preparatory work for the Summit and the two levels on which it is acting: the governmental level involving Members' States through their National Commissions for UNESCO and the non-governmental level through professional communities and civil society.
