Abstract | This paper explores the background to and process of quality circles as well as the implications of circles for training. In the first section, the emergence and growth of quality circles in Japan and the United States are traced. Next, the theoretical and conceptual bases of quality circles are examined, while section 3 looks at implementation in detail. Discussed are the goals of circles; steps in implementation; the principles of operation, organization, and staffing; the operation of quality circles; and the evaluation of benefits of quality circles. The fourth section describes the extent and types of quality circle training that can be delivered. It is followed by a discussion of quality circles and implications for training, giving an overview of who is trained, what kind of training is received, what kinds of considerations are made in designing and conducting training, and the outcomes or end results of the training process. A final section considers some unresolved issues relative to the concept and practice of quality circle training. Essentially, basic problems and needs are named in the areas of management/supervision, research, and education. Appended materials include abstracts of circle activities in various companies around the country, a case study, and results of a survey of several companies' involvement with quality circles. (CT) |
