Abstract	This report is one of a series intended primarily for those engaged in or preparing for educational planning and administration (especially in developing countries) and for those government officials and civic leaders seeking a more general understanding of educational planning and its role in overall national development. This booklet discusses the extent and the characteristics of youth unemployment in developing countries. The author contends that unemployment among the educated is not the fault of education, but of the economy. As a solution, he proposes some economic reforms and expanded programs in vocational and out-of-school (nonformal) education. (RA)
