AbstractThe purpose of this quantitative study was to identify factors that influenced parents to enroll and re-enroll their children in charter schools in North Carolina. A survey of 25 items was prepared based on previous work related to parental choice reported in the literature. Parents participating in charter programs rank ordered the reasons why they initially enrolled and then re-enrolled their children in charter schools. From their experience and position, school administrators offered their perspectives of why families enrolled their children in charter schools and kept their children enrolled. Parents and principals identified the most prevalent factors leading to enrollment of students in charter schools in North Carolina. The top five reasons parents enrolled their children in charter schools were values, behavioral standards, academic standards, school philosophy, and caring/committed teachers. Administrators also chose these five variables, but in a slightly different order. These five standards contribute to the notion of best practice in meeting the expectations of charter school parents and administrators. Assessing the presence of and strengthening the most-often chosen variables may help charter schools as well as other nonpublic and public schools to evaluate how each attracts, maintains, and services their respective clientele. The findings of this study add to the body of scholarly work surrounding charter schools and parental choice.
