AbstractThis document describes a model for a developmentally based K-12 school guidance program which parallels the identifiable developmental stages children go through as they mature, and systematically addresses the learning, personal/social, and career needs that students have at various developmental stages. Lists of competencies are provided in each of the three areas for elementary school, middle/junior high, and high school. The second section discusses the organization of resources, including the supportive, participative, and interdependent roles played by the school board member, superintendent, principal, director of curriculum, director of guidance, pupil services staff, vocational educators, teachers, business and industry representatives, parents, and community service agencies. The next three sections list suggested strategies and activities for these various school constituencies to address the appropriate age level competencies for elementary school, middle/junior high, and high school respectively. A systematic, step-by-step approach follows for planning and implementation of the guidance program. Appended are the following materials: (1) Oklahoma certification requirements for school counselors; (2) American School Counselor Association (ASCA) ethical standards for counselors; (3) ASCA position statement on programs; (4) ASCA position statement on developmental guidance; (5) role of the school counselor; (6) public relations; (7) counselor assessment of the guidance program; (8) sample needs assessments; (9) sample counselor evaluation; (10) program planning format; and (11) supplemental materials.
