Abstract | This final volume of a four-volume study considers the need for personnel for traffic control, police traffic services, pedestrian safety, school bus safety, and debris hazard control and cleanup. Training requirements to meet national objectives are discussed, in terms of curriculum, staffing, student recruitment, facilities, equipment and enrollment. Course outlines are appended.
