Abstract | Education policymaking is increasinly characterized by transnational influences. Due to increasing opportunities for information exchange and the international comparisons of education system effectiveness, policy diffusion in education - supported by international organizations - is a frequently discussed phenomenon. This thesis conceptualizes the transnational education policymaking process into four stages: identification, initiator distribution, external distribution, and evaluation. The goal of the framework paper is to discuss the process of policy diffusion in education through infrastructures established by the Organization for Economic Cooperation and Development. The included publications focus on these infrastructures by exploring the stages of the policymaking process through network perspective. (DIPF/Orig.). |
