Abstract | This policy history describes how, during the 20-year period of 1974 to 1994, Arkansas child welfare authorities struggled between removing children from their parents' custody and helping preserve families so children could remain with parents, without compromising their safety or well-being. The report notes that as the state has adapted its child welfare practices, family preservation has been a challenge. Following a brief introduction, the report discusses the gaps in the continuum of services to at-risk families. The second section discusses Arkansas' efforts to deal with child welfare. The third section provides an evaluation of policy reform including assessment and evaluation of children, of families, of communities, and of programs. The fourth section discusses planning for preventive social services. The report's final section provides conclusions and argues that the need to effectively assess and evaluate troubled children and families has been the fundamental problem for Arkansas' child welfare system.
