Abstract | The period of this study extended from August, 1968, through June, 1969. New York University provided a study team to refine the methodology to be used in the study, to collect and treat relevant data, and to prepare this final report containing findings and recommendations. The library systems provided data on existing programs for the disadvantaged. The purposes of the study were 1) to evaluate existing outreach programs for the disadvantaged; 2) to determine, portray and summarize the personality characteristics in cognitive style of the disadvantaged population that should be viewed in the planning of library or educational projects or programs; 3) to summarize and present demographic data on the unique characteristics of the depressed areas of each city included in the study; and 4) to derive realistic recommendations that can be implemented. The report includes findings and recommendations, a philosophical position on community control of the library, characteristics of the disadvantaged group the library strives to reach, and separate discussions of the situations in Buffalo, Rochester, and Syracuse. Appendix I describes grants to the three systems under Title I of the Library Services and Construction Act. Appendix II presents data on users and non-users of libraries in three systems.
