Abstract | This report presents a 25-year plan to raise academic achievement levels and to create a seamless system of lifelong learning in postsecondary schools in the state of Washington. A focus is placed on access in terms of learning, individual enrichment and economic advancement for the people of Washington State. Factors such as increased enrollment, technological advancement, and economic limitations are discussed as pre-determinants of the need for change. The report recommends that in order to maintain an effective educational system the following changes be made: a clarification of priorities, the creation of new partnerships, the design of organizational structures that promote innovation, improved efficiency, reduction of costs, and an increased capacity to service traditional and non-traditional students. A 15-point package of recommendations is presented that focus on the broad areas of access and opportunity in enrollment, quality, innovation and productivity, and funding and governance. The report suggests that in order for the changes to be effective, the package must be implemented as whole. Support for the recommendations is provided in the appendices in the form of research findings, and graphical representation of financial and population, and enrollment projections for the state of Washington into the year 2020.
