Abstract | Abstract This paper suggests that the school reform movement related to the World-Class School initiative is not beneficial for selected students. Coupling this initiative with the Goals 2000 standards will only increase the chasm between the have and have-not students. Administering these combined strategies in their present form will result in keeping have-not students at the bottom. Averting this unfortunate outcome will require that the initiative be underwritten by sufficient funding to activate prevention programs of school-linked student support services to address the diverse needs and backgrounds of have-not students. |
