Abstract | Stefanie Panke, Christian Kohls, and Birgit Gaiser maintain that effective strategies for the development of educational technology can only arise when the process is understood, analyzed, and assessed as a social phenomenon, and when the experience of users is integrated within the design process. To illustrate, they describe the early development of the portal e-teaching.org, which involved a range of stakeholders with diverse roles and professional backgrounds. In their account they employ the web model of Rob Kling--which emphasizes the interaction of agents, history, and infrastructure within the overall context of technology development--to identify the specific challenges that faced project participants in their collaboration. They note that project participants sometimes had conflicting priorities and assumptions due to their divergent professional backgrounds, and they describe how factors related to the technological infrastructure, the means of communication, the documentation process, and the workflow structure resulted in further obstacles as well. They then employ the STEPS model of Floyd, Reisen, and Schmidt to develop a cyclical model of software development whereby the role of users is more clearly incorporated within various stages of the design process. They argue that by using such process-oriented models to understand and organize software development projects, planners will be able to minimize the obstacles to effective collaboration while ensuring that the technology will successfully serve the needs of its intended users.
