Abstract	In this article, the author discusses how economics of education is closely related to educational policy. He also takes a look at some of the problems faced by the general education system in Russia. There has been a drastic reduction in amounts of funding for education on two occasions, in 1992 and in 1998. The author also takes a look at the problem of who ought to be paying for general secondary education as financial resources for the municipalities that have become more inadequate. The author also discusses the problem on inflated teachers' salaries and wages. Based on these problems, the author provides several solutions. The author contends that Russia's policymakers must bring out well-thought out educational policies to prevent economic consequences. (Contains 1 table.) (ERIC).
