Abstract | Too often in California, children (especially children of color, foster youth, and those growing up in poverty) lack the components critical for a healthy early life. For example, as few as 3% of families that might benefit from voluntary home visiting have access to home visiting programs, 32% of children entering foster care are under the age of three, and only 9% of eligible infants and toddlers have subsidized child care. Investments that support children during early childhood are an essential long-term investment in California's future. The chapters in this report include: (1) Introduction; (2) A Data Snapshot: California's Infants and Toddlers (child care, maternal demographics, and health and welfare); (3) Promote Healthy Children; (4) Foster Strong Families; (5) Enrich Early Learning; (6) Strengthen Communities; (6) Building Effective, Quality Systems; and (7) Conclusion.
