AbstractThis dissertation uses design science research and engineering to develop a cloud-based simulator for modeling next-generation cybersecurity protection frameworks in the United States. The claim is made that an agile and neutral framework extending throughout the cyber-threat plane is needed for critical infrastructure protection (CIP). This dissertation further proclaims that a highly effective framework should have predictive analysis, interdiction, and tracking capabilities. The outcome of this dissertation is the Intercloud Transparent Bridge Architecture/Simulator Model (ITCOBRA/SM). Inspiration for the ITCOBRA/SM is derived from the intersection of cloud computing, cybersecurity, and the need to advance the practice of critical system protection in the United States. Operationally the ITCOBRA uses Markovian chain models to identify holistic state information about complex packet flows in critical networked systems. This data provides the input for accelerated threat analysis to gain deeper insight into how cyber attack vectors will evolve over time and the potential impact to critical assets. It is noteworthy that the ITCOBRA/SM uses simulations to accelerate the space-time domain. In a real-world deployment that uses the ITCOBRA/SM model, similar functionality can be achieved by using capabilities and mechanisms inherent in the organization's cybersecurity framework. Future enhancements to the ITCOBRA could use autonomic computing techniques for higher levels of systems dynamics and performance. This research is timely since cybersecurity practices in the United States diverge significantly and have failed to establish a 21st century cybersecurity protection framework in public and private organizations.
