Abstract | This report is intended to help governors, legislators, department secretaries, and advocates find information on ways to strengthen the structure and function of their existing cabinets, or create a new cabinet. The survey in this report is the nation's only survey of state child and youth policy coordinating bodies. The biennial survey assesses coordinating bodies' progress under the Ready by 21® "Building Blocks for Effective Change." Ready by 21 is a set of strategies to help state and local government leaders get all young people ready for college, work and life. These strategies are built on four building blocks: broader partnerships, bigger goals, better data, and bolder actions. This biennial survey was conducted first in 2011 and again in 2013. It is the hope of The Forum for Youth Investment that the decisions, lessons, and experiences documented in this report can serve as tools for coordinating bodies at all stages of development.
