AbstractThe purpose of the qualitative phenomenological study was to investigate the influence of the CIO on strategic decision making in organizations. The phenomenological study was deployed to address 2 research questions by interviewing a purposive sample of 23 executives (7 IT leaders, 10 CFOs, and 6 CEOs) in 5 different countries. A qualitative phenomenological design was deployed to explore perceptions of upper management toward CIO involvement in strategic decision-making processes. The study explored the constructs of knowledge management, organizational effectiveness, strategic decision making, and emphasized the theoretical areas of building business skills in IT, improving IT quality, making full use of information, and evolving the CIO leadership role within the upper management. The key problem was the deprivation of the CIO from strategic decision making process. Findings revealed CIOs have full capabilities to be a key decision maker and a key leader who can guide organizational accomplishment of strategic goals. Results of data analysis revealed 8 major themes: Manage IT Operations, Maintain Infrastructure/Database, Aligning Work with Strategy, Application Selection, Achieve Competitive Edge, Strategic and Tactical Decision-making, Organizational Reporting, and Shape Image and Strategy; and 2 minor themes: End-user support and development, and Innovative solutions. Findings illustrated the importance other executive leaders place on the CIO role as peer leader in organizations. Study results also showed that some still view the CIO as an IT administrator rather than strategic leader. Four recommendations for future research included an expansion of the study sample size, replicate the study with technical or middle management staff, and allow for multiple interviews for examination at different stages.
