AbstractThis bimonthly newsletter provides information about the progress of the Honor States Grant Program, a governor-led effort to improve college--and work-ready graduation rates. This issue explores how effective education governance can support innovative state policy development, successful policy implementation, and a redesigned high school experience for all students. Major trends in governance are defined, including state efforts to centralize accountability, integrate P-16 systems and state education agencies, and grant school leaders increased flexibility in return for greater accountability. Strategies of three states that have leveraged different governing structures to support policies that improve college and career readiness are highlighted. Suggested resources for policymakers are included. Contents include: (1) Facts at a Glance: Trends in K-12 Education Governance; (2) Massachusetts, Maine, and Florida Launch Effective High School Redesign Policies in Different Governing Contexts; (3) A Bird's-Eye View: Local Education Agencies (LEAs); Policies Across the States; (4) Governing School Reform: Paul Reville and the Rennie Center Tackle Education Governance in Massachusetts; (5) Federal Update: P-16 Councils; (6) Resource Box: The Education Commission of the States; Paul Manna; the Rennie Center; Learning Point Associates; and the National School Boards Association; (7) Foundation Corner: The Wallace Foundation and the Broad Foundation; (8) Non-Negotiable: P-16 Governance; and (9) What's Next: How State Governance Structures Can Support High School Redesign.
