AbstractMaine's Parents as Scholars (PaS) program provides parents who are eligible for Temporary Assistance for Needy Families (TANF) with cash assistance and support services while they attend a two-year or four-year postsecondary degree program. PaS participants receive the same cash benefits and access to support services as TANF recipients receive. They also receive support services critical to their success in school, including assistance with childcare, transportation, and car repairs. Individuals enrolled in PaS must attend classes full-time for the first 24 months. Beyond 24 months, they must choose between adding 15 hours per week of worksite experience to their full-time school schedule or participating in a total of 40 hours of class time, training, study, and worksite experience per week. PaS is funded with state maintenance of effort dollars. PaS has proved highly successful. PaS graduates earn a median wage of $11.71 per hour after graduation compared with their median of $8.00 per hour before entering college. PaS graduates are also more likely to be offered sound benefits packages than are welfare leavers without a degree. Nearly 90% of PaS graduates have already left TANF. PaS has also been shown to improve PaS participants' self-respect and confidence and to raise their children's aspirations. (MN)
