Abstract | In response to growing concern about the impact on economic prosperity resulting from the low level of higher educational attainment in Maine, two bills calling for study of that issue were introduced in the 120th Maine Legislature. A commission was created to develop a plan to improve the state's level of higher educational attainment. This report is the Commission's report to the Legislature. Maine lags behind other states in most measures of prosperity and educational attainment. Major changes will be required to improve educational attainment in Maine, and the most important thing is to establish education as the clear number one, long-term priority for the state. The report contains 14 recommendations for higher education in Maine. These recommendations center on the development of a consensus higher education plan and research to identify practices to improve student learning. Student financial aid is addressed by the recommendations, which also include options to increase research and development in the state's universities. Appendixes contain the authorizing order for the study, a list of members of the Commission, a list of presenters to the Commission, and a draft of the proposed higher education legislation. (SLD) |
