AbstractThis document reports on a study of New Zealand's Special Education 2000 (SE2000) policy with emphasis on issues of particular importance to the Maori minority group. Methodology included interviews with key national organizations including Maori organizations and key informants in the field. An executive summary summarizes findings concerning consultation, knowledge of and access to information about SE 2000, Maori perceptions of support, extended family support, wider issues, teacher training, policymakers and the Maori philosophy, and implications of the Treaty of Waitangi. Findings are reported in terms of SE2000 and the special needs of Maori children; how SE2000 can fail to meet the special needs of Maori children; examples of non-provision; improving special education provision at the tribal, sub-tribal, and extended family levels; and appropriate formats for policy information. Also included are Maori questions about SE2000. Among major issues identified are the importance of considering partnership principles enunciated in the Treaty of Waitangi, incorporation of Maori cultural concepts, and consultation with Maori at every level of policy development and implementation. A list of Maori words and phrases (used throughout the report) is attached, as is the SE2000 interview format. (DB)
