Abstract | The extent to which network cooperation between the general education system, vocational training institutions, business enterprises, social partners, and political decision makers affects quality development in vocational training was examined through a literature review and synthesis of eight case studies in the following seven European countries: Portugal, the Netherlands, Germany, Italy, the United Kingdom, Sweden, and the Republic of Ireland. In all cases, the primary motivation for creating a network was the existence of problems that the vocational training institutions could not solve on their own. In the networks created, cooperation increased actors' room to maneuver and extended their problem-solving capabilities. All the networks studied overcame existing inadequacies and improved the functioning of their vocational training systems. Network activities were consistently directed toward changing the structural context in which vocational training occurs, and it was those changes in frame conditions that resulted in improvements in the quality of available vocational training measures. The case studies demonstrated the role of state actors in initiating and promoting local networks, and established that the efficiency of networks is highly dependent on the creation of adequate management and steering structures.
