AbstractA net impact evaluation was conducted of the Ohio JOBS (Job Opportunities and Basic Skills) Student Retention Program (JSRP) pursued by some JOBS program clients to fulfill their responsibilities and receive federal aid. JSRP was a support program designed to assist entry to and success in programs of study at two-year community or technical colleges. The empirical work relied on matching state administrative data from three sources: JSRP program participation data collected by individual community colleges and managed by the state, Ohio Department of Human Services (ODHS) CRIS-E (welfare) data, and several quarters of the Ohio Bureau of Employment Services wage-record data. The net impact analysis relied on an unadjusted comparison of means and regression-adjusted comparison of means for the JSRP group and a comparison group composed of JOBS clients in the ODHS CRIS-E file with 12 or more years of schooling who were assigned to higher education as their JOBS component. Outcomes included employment, earnings, and welfare recipiency. JSRP participation increased earnings an average of 8.45 percent; JSRP completion yielded an estimated increase of 12.91 percent. Results indicated that encouraging postsecondary education for a subset of welfare recipients might help to boost earnings capacity and that using readily available state administrative data to evaluate policy was beneficial.
