Abstract	Guidance for public decision makers and facilities managers in coping with the persistent problem of underfunding of maintenance and repair (M&R) is provided in this report. A committee of experts was selected to review maintenance and repair activities of government agencies and to offer recommendations for improvement, with a focus on improvement of budgeting procedures and utilization of needs assessment techniques. Topics covered include causes and impacts of neglect, cost of ownership, assessment, and management. Recommendations are made for: (1) the allocation of 2 to 4 percent of the aggregate current replacement value of facilities for routine M&R; (2) formal assessment programs implemented by agencies responsible for M&R budgets; and (3) clear designations of responsibility for M&R. Appendices include committee member bibliographical information, an annotated bibliography, and examples of a life cycle analysis proposal, condition assessments, and Missouri's Land and Buildings assessment system.
