| Abstract | This guide to effective business practices is intended to assist schools in establishing general policies and procedures for buying supplies, instructional materials, equipment, and services. Federal, state, and local laws must be considered in addition to the recommendations made in this report. Practical guidelines are given for selecting bidders, timing bids, determining bid due dates, mailing invitations to a bid, the duration of bid prices, delivery charges, and bid analysis. Advice is provided concerning integrating a school's ordering system with its bidding procedures and for handling ordering, back orders, deliveries, and payments. Four appendices define categories of equipment, supplies, and services; detail business officers' responsibilities when receiving freight; and define a modern code for educational purchasing. (MLH) |
