Abstract | This report describes the provisions of the Veterans' Education Amendments of 1986 (H.R. 3747), which would amend chapter 30 of title 38, United States Code, to provide for educational assistance for apprenticeship or other on-the-job training under the All-Volunteer Force Educational Assistance Program. The first part of the report contains the law as now written and as the amendments recommended by the Committee on Veterans' Affairs would change it. The second section of the report provides a summary of H.R. 3747. This is followed by background information about the need for the bill and discussion of the bill's provisions, including apprenticeship and on-the-job training, alternate pay reduction schedule, the new GI bill educational assistance fund, flight training, refund of new GI bill pay reductions, and revisions of selected reserve programs. The sixth part is a section-by-section analysis of the titles and provisions of the proposed amendments. Finally, the report contains oversight findings and a budget statement. (KC) |
