AbstractFocusing on the promotion of reform and knowledge use in school districts, this paper reports on data from a study investigating assistance and enforcement strategies adopted by three types of regional educational service agencies. Assistance in this context means provision of legal or program knowledge needed to operate successful programs. Enforcement means monitoring of programs to make sure regulations or mandates are being carried out. The research project asked two questions: Do individuals who play enforcement or assistance roles feel comfortable combining the two? and, Can the two roles successfully be combined? Data were collected from intermediate units in Pennsylvania and educational improvement centers and county offices of New Jersey. Data were collected through site visits incorporating questionnaires and interviews. Findings indicate that those charged with enforcement responsibility would also like to provide assistance. There are important limitations, however, to the kinds of assistance they can provide. They can link districts to sources of training and specialized assistance but they cannot provide these services themselves because of time constrictions and because local educators seem unwilling to utilize assistance from individuals who also have monitoring responsibilities.
