Abstract	The present research addresses three critical aspects of the municipal overburden question. Geographical differences in costs of providing public services are reflected by an index of input prices. The essential nature of noneducation services is measured by need-related characteristics of the school districts. Finally, the link between these essential noneducation costs and the levels of education expenditures is tested. The research leads to two conclusions pertinent to urban school districts. One, predicted levels of "essential" revenues for noneducation services, derived from their need-related characteristics, are substantially higher and have a larger range for city school districts. Two, higher levels of these revenues are generally associated with higher levels of per pupil education revenues, but this occurs at a much lower rate for city school districts than for other districts. The results do not substantiate a direct adjustment for municipal overburden in the New York school aid formula. They do highlight the need for research on the adequacy of aid programs for noneducational services and on the dynamic problems of large urban areas. (Author/IRT)
