AbstractThe papers and discussion at an international seminar of manpower and labor experts are summarized by G. Bowen Thomas. An interpretative essay, "Manpower Problems of An Expanding Sector," by Solomon Barkin, is also included. The seminar was designed to fill the information gap and to stimulate investigations concerning common manpower and labor problems of the entire services sector and the distinctive problems in its various branches. The services sector of the economy consists of those diverse activities which are not embraced within the primary or natural resource sector nor in manufacturing. Some highlights concerning the services sector are: (1) The demand for an increasing number of services often cannot be met by the market mechanism, due to consumer unwillingness to pay the price demanded, and increasing governmental intervention and initiative has become necessary, (2) The desire for better services for longer periods of time has resulted in the use of far more married women and part-time labor, (3) An ever-changing pattern of services implies the need for a more fluid and mobile labor force with wider and more flexible skills, and (4) The need for improved training, recruitment, and educational standards for entry workers is imperative. Data needs and directions for research are discussed. (ET)
