Abstract | Ausgehend von der grundlegenden Salamanca-Erklärung der UNESCO aus 1994 wird festgestellt, dass der englische Terminus "inclusion" in der deutschen Fassung mit "Integration" übersetzt wurde. Daraus ergibt sich eine zeitliche und inhaltliche Begrenzung der Auswirkungen des Konzepts der inklusiven Bildung. Die erneute Gleichsetzung von "inclusion" = "Integration" bei der Übertragung der UN-Behindertenrechtskonvention führt zu einer Fortführung und Ausweitung/Vertiefung der Oberflächenstruktur des integrativen Bildungsansatzes. Der Kerngedanke "Inklusion als Bildung für alle" wird damit nicht umgesetzt. Die additive Ressourcen-Erweiterung führt nicht zu dem notwendigen Strukturwandel des deutschen Bildungssystems. Empfohlen wird ein gestaltungsoffener experimenteller Ansatz mit neuen Lern vollzugsformen und vor allem mit stärkerer Einbindung von Aktivitäten der Lernenden. (DIPF/Orig.). The UNESCO 1994 Salamanca Declaration states that the English term "inclusion" has been translated into German as "integration". This results in a temporal and content limitation of the effects delineating the inclusive education concept. The equivalency of inclusion and integration was transferred anew into the UN Convention on the Rights of Persons with Disabilities, which leads to a continuation and expansion/deepening of the surface structure concerning the integrative education approach. Thus, the core idea of "inclusion as education for all" is not implemented and the additive expansion of resources does not lead to the necessary structural change of the German education system. Hence, the recommendation is for the development of an open-design experimental approach with new forms of learning and, above all, with greater involvement of learner activities. (DIPF/Orig.). |
