Abstract | Italien hat bereits in den 1970er Jahren nahezu alle Sonderschulen abgeschafft und einen gesetzlichen Anspruch von Behinderten auf die gemeinsame Erziehung und Bildung vom Hort bis zur Universität formuliert. Dieser Anspruch wurde auch in der Praxis realisiert; selbst für Schwerstbehinderte gibt es keine Zugangsbeschränkungen zu Regeleinrichtungen. Trotzdem wird Italien von deutschen Inklusionsbefürwortern kaum einmal als Vorbild erwähnt. Dies mag damit zusammenhängen, dass in Italien die Inklusion pragmatisch realisiert wird, während die deutsche Diskussion mit ihren theoretisch formulierten Maximalansprüchen die Umsetzung der Inklusion eher verhindert als befördert. As early as in the 1970s, virtually all existing special schools were abolished in Italy and a right of handicapped people to an inclusive education from crèche to university was established in law. This right has indeed been put into practice; even for the most severely handicapped people, there exist no limitations of access to regular educational institutions. All the same, Italy has hardly ever been mentioned as a potential model by German advocates of inclusion. This might have to do with the fact that in Italy, the concept of inclusion is realised pragmatically. In contrast, the German discussion with its theoretically formulated maximum claims rather impedes than promotes the realisation of inclusion. (DIPF/Orig.). |
