| Abstract | This chapter describes key issues related to the literacy development of U.S. children growing up in low-income and/or non-English speaking homes. The focus is specifically on the case of reading development and difficulties among this population. While educational reform efforts target various academic areas, advanced reading skills are necessary to access the school curriculum across grade levels and disciplines, and thus, understanding this cornerstone development process may guide the needed changes to better serve these academically vulnerable populations [...]. The authors begin this chapter by providing a brief portrait of the current U.S. education context, reviewing key policies that influence the educational experiences of this population. The next section provides a review of recent research on the reading development of children from non-English speaking and low-income households. Then, guided by the press to address the issues highlighted by the research review, they outline the ways in which current understandings of reading development of these academically vulnerable populations can be leveraged to better design assessment and instruction practices.
