Abstract | "Ausgehend von der Berufsbildungszusammenarbeit der Bundesrepublik Deutschland mit Entwicklungsländern wird das international angesehene Konzept für die Analyse von Bildungstransfers zwischen verschiedenen Ländern, welches von Phillips und Ochs entwickelt wurde, vorgestellt. Als Erweiterung dieses Konzeptes wird zur besseren Berücksichtigung des Umfeldes der Bildungsbestandteile, die transferiert werden sollen, das Konzept der Arbeitskultur eingeführt und entfaltet. Angewendet auf die Lehrgangsmethode wird gezeigt, welche Möglichkeiten das Konzept der Arbeitskultur hat, die Gestaltungshintergründe von Berufsbildung aufzuhellen. Durch die bessere Kenntnis des Kontextes von Berufsbildung und ihrer Bestandteile ist eine qualifizierte Abschätzung über den Erfolg eines Berufsbildungstransfers möglich." "Based on the studies of policy transfer by David Phillips und Kimberley Ochs the paper outlines first the key concept of the two authors. Both argued on the importance of context of educational policies in the process of transfer. But they rest in declaration and give no clear description how to integrate the context in the analyses of policy transfer processes. The concept of Work Culture is an approach to close this gap and to integrate the context by six dimension of work Culture. Applying on a key concept of vocational training in Germany, the basic course of metalwork, which were very often transferred to foreign countries in the time of German's development cooperation in TVET, the possibilities and the potential of the new approach is shown to enlighten the background and the context of Vocational and Technical Education and Training (TVET).
