Abstract | In the first sections [of the article], it [is] argued that there is little sustained and systematic theoretical development in the area of educational effectiveness. The development of the dynamic model is seen as a reaction to the major weaknesses of the integrated models of educational effectiveness developed during the last decade. Thus, [the] attempt to establish a better synthesis of empirical evidence concerned with the impact of effectiveness factors upon student achievement is not only expected to generate a guide to the field. It also is expected to provide a useful road map for practitioners, and, indeed, there are hints that it has been partially an absence of educational effectiveness theory that has hindered the take up of effectiveness knowledge by practitioners in schools. ... It is shown that the dynamic model may contribute to the establishment of a theory-driven approach to school improvement by providing prerequisites for a better use of EER for the improvement of quality in education.
