Abstract | "Although Canada is economically tied and geographically proximate to the United States, punishment policies have taken a very different course in this country. Throughout the 1990s, the Canadian government has largely resisted pressures to make the system more punitive. The result has been that sentencing reforms of both the adult and juvenile levels have assumed a moderate trajectory in Canada - typically focusing on limiting the use of incarceration. This stands in stark contrast to many of the changes in youth and adult policies in the United States. This paper explores these trends and evaluates explanations for the penal policy differences between the two countries." (author's abstract). |
