Abstract | Die Autoren haben Schlussfolgerungen aus einem Realexperiment zusammengetragen, die die österreichischen Erfahrungen der letzten drei Jahre spiegeln. Sie berichten im Stil eines Erfahrungsberichts, um das Material lesbar zu gestalten, von sehr unterschiedlichen Formen der Umsetzung der gesetzlichen Vorgaben und von durchaus unterschiedlich erfolgreich arbeitenden Hochschulräten. Sie wollen zur entsprechenden bisherigen deutschen Entwicklung beitragen, haben aber auch ein paar dringende Wünsche an den österreichischen Gesetzgeber. (HoF/Text übernommen). Discussions on the best way to link together institutes of higher education and society and the necessary degree of autonomy this requires are almost as old as institutes of higher education themselves. Changes in society have led to a continuous series of new attempts to define a correct relationship. The introduction of boards of trustees or university councils should particularly encourage a sound basis and embedment in society in the above sense. at the same time parliamentary influence: Higher education institutes will have to justify their more fundamental decisions in commonsense terms before the life-experienced (and influential) members of a board of trustees - at least, that is the idea. However, is this the right solution? The authors have compiled a set of Benchmarks for Successful University Council Work: Conclusions From a Real Experiment from their research project that reflects experiences in Austria over the last 3 years. Using an experience report style to make the contents easier to read, the authors report on the very different forms in which the legal directives have been implemented and on the strong variation in how successfully university councils do their work. They would like to contribute to the corresponding current reforms in Germany, but also have a few urgent requests addressed to the Austrian legislature. (HoF/text adopted). |
