| Abstract | The research project described in this article investigated in depth and over time the actual process of [educational] decentralisation in one district of Malawi and ... so provides an evidence-based evaluation of policy and reality [i.e. of planning and implementation of the real decentralisation process]. The article first describes the context of decentralisation in Malawi, including educational decentralisation, before moving on to the project itself, the Chiradzulu Initiative [which stemmed from a project for improving the quality of primary education by establishing 100 new or improved schools in all districts - here the Chiradzulu district is evaluated]. From this research, a framework of five key areas in decentralisation is derived, which supports the crucial need for hard and sometimes uncomfortable evidence in assessing the impact of moves towards decentralisation.
