Abstract | The author discusses the broader issues of market and education, citing deficit budget and cuts in public spending, as reasons for the encouragement of a private sector.... While some of the mechanisms for decentralization were already in place prior to the collapse of Communism, there is still considerable controversy in Hungary concerning the efficacy of this movement.
