Abstract | The emergency of a new policy environment in Aotearoa/New Zealand is one of the major results of the restructuring of education in recent years. As many commentators have observed, this has produced continued challenges for Maori As this new policy environment has emerged, so too has a new policy paradigm in the area of Maori Affairs: it is known as Maori Development. This paper begins by setting this analysis in context. It will briefly examine and explore the Picot reform and restructuring process in education. Key features of Maori Development will be defined, critical features of the current policy environment will be explored and recent policy texts will be analysed from a Maori Development Perspective. It will conclude by making some observations about the challenges for Maori education in the near future. (DIPF/orig.). |
