| Abstract | "As South Afrika enters the Mbeki Presidency so the fortunes of the country are thrown into sharp relief. One of the central elements in determining South Africa's short- to medium-term future will be the success of educational transformation, particularly when it is directed to addressing issues of equity and economic development. This paper explores the 1998 reforms of the further education and training [FET] system in the context of broader questions of educational and economic transformations in South Africa." The official texts for FET policy are critically examined, i.e. a Green Paper about skills development, a White Paper on further education and the FET Bill. The author also "offers some thoughts on the vision within the policy of the economic changes faced by FET, with a particular focus on the treatment of the informal sector and the ways in which education and training can enhance informal livelihoods.
