Abstract | The author examines public policies that induce a primary movement of change in the national higher education systems in Latin America, in aspects such as: legal frameworks for the system; incentives for the development of private institutions; accreditation processes; new coordination mechanisms; implementation of university information systems and promotion of post graduate programs. To analyze these changes, it is proposed that public higher education systems be differentiated in terms of two structural axes: coordination and authority. Changes in the coordination axis have led to more competitive systems; those along the authority axis, to less regulated systems. National systems formerly simple and homogeneous have become complex and heterogeneous. All this enables the author to differentiate four modalities of change in the academic institutions: changes originating from the inside due to impulse of either the dynamic nature of academic work or by academic administrators; changes from the outside due to the impulse of either public authorities or the context of knowledge production and application.
