Abstract | The 6 articles come from a seminar of the University of the Basque Country (July 1999)..."The objective of this seminar (and of the present issue of this journal) was to present to a large audience with a non- academic background in economics some of the ideas and arguments economists handle when they approach educational problems...This is the reason for this issue: to bring together distinguished scholars from the field of Economics of Education to put in simple terms the tasks of economists in the field of education and thus establish a framework for discussions between people from both sides." The particular papers are: 1) J. Hartog explains human capital as in instrument of analysis for the economics of education and the concepts of investments and return rates. 2) L.E. Vila describes the various forms of non-monetary benefits of education: private benefits as health or occupational benefits and puplic benefits on the macro- economic level. 3) Jean-C. Eicher analyses the main issues in the debate about the financing of education. 4) A. Wagner et al. analyse "new patterns of learning and earnings" in tertiary education. 5) H.A. Patrinos discusses various aspects of the theme: market forces in education, e.g. demand-side financing mechanisms, and vouchers; he gives international examples. 6) G. Psacharopoulos "provides a pot pourrie of issues" of economies of education "a la Euro". (DIPF/Bi.) |
