Abstract | The document is the result of a survey made in CRE member states about their spending policies and represents a complement to an earlier study (1998) outlining the income strategies used in European higher education. Section 1 lays out the context and some of the main concepts related to spending strategies. Section 2 considers the external environment of the university. In this external environment, important trends are taking place which are affecting the university and require adequate budgeting and spending strategies. The issues of autonomy and accountability receive a closer attention in section 3. Section 4 identifies some of the tools that are available to universities that will have to respond to the multiple challenges they are confronted with. Some of the tools relate to resource management, others are in the area of international organization and management. In section 5 there are identified some of the main issues that need to be addressed by university managers, and finally some recommendations for regulators as well as university managers are proposed.
