AbstractThe survey was intended to examine the current situation in management training and to make an assessment of training needs at the current stage of reform in the Russian Federation. The main methodological tool was a set of three questionnaires addressed to general managers, personnel managers and individual managers, respectively. This tool was used in all countries involved in the survey.... One of the most important findings of the survey is that general managers experienced considerable difficulty in understanding some basic concepts of management. This is a result of what is called "Soviet management practice" and it puts a question mark over the methodology of the survey, which was based on the assumption that respondents would be able, at least, to understand the meaning of the questions. The main findings of the survey can be summed up in a list of the most important factors influencing the development of management training in the Russian Federation: 1) the lack of management training in the past, 2) the restrictions of the Russian legislation on education, 3) the limited number of success stories in Russian business, 4) the absence of a business culture and 5) the negative effect of "fast and easy" money in the first years of reform. The main challenges currently facing the Russian companies are: downsizing; reduction of the payroll; the need for crisis management and the rehabilitation and re-establishment of the financial system.
