Abstract | "This book addresses problems in the education systems of countries in Eastern Europe and Central Asia. These problems have emerged as the region adjusts to changes in the social and economic rules that governed choices and decisions" in those countries before the transformation. The World Bank helps design and implement the necessary reforms. The book describes the situation in the mentioned countries and the appropriate development objectives for educational problems as advocated by the World Bank: "Realign education systems with market economic and open societies; combat poverty by increasing educational fairness; finance for sustainability, quality, and fairness; spend resources more effectively; reinvent governance, management, and accountability in the education sector."
